Local Housing Corp gets $1.38 million to assist 1st-time homebuyers

Oregon Housing and Community Services (OHCS) recently announced that Columbia Cascade Housing Corporation’s (CCHC) investment proposal in response to RFA 7279 has been selected for over $1,348,000

in funding to expand our Down Payment Assistance program in Hood River, Wasco and Sherman Counties.

Since 2013 when CCHC first began to administer down payment assistance resources we have assisted over 41 households, 27 of which identify as Hispanic or Latino households, to become homeowners.

‘We are grateful for this State investment and are excited to leverage our locally generated Construction Excise Tax for affordable housing (CET) to intentionally assist our community members who are ready and interested in becoming homeowners,” says Paul Blackburn, CCHC’s Board President. $248,000 of the total award was generated locally through both the Hood River County CET and City of Hood River CET.

CCHC’s investment proposal was selected due in part to our past experience in providing down payment assistance programs and for our intentional efforts to be culturally responsive in our program delivery.

CCHC will continue to focus on maximizing the respect of, and relevance to the beliefs, practices, culture and linguistic needs of the diverse client populations and communities we serve, including clients and Communities of Color.

“We know that Communities of Color have to overcome systemic injustices in housing discrimination, access to housing and economic prosperity,” Blackburn said. “CCHC’s leadership is dedicated to advancing economic prosperity in our communities. This is another

opportunity to help address our region’s housing affordability challenges while focusing on advancing equity and racial justice.”

Here is a summary of CCHC’s Down Payment Assistance program:

  • First time homebuyers earning less than 100% of the Area Median Income (AMI).

  • $30,000 Forgivable loans

  • Set aside funds for Veterans

  • Set aside GRANT funds up to $60,000 for First Generation Homebuyers .

  • Four Households in Hood River County – Target driven by Hood River County Construction Excise Tax

  • Four Households in the City of Hood River - Target driven by City of Hood River Construction Excise Tax 

Columbia Cascade Housing Corporation is a 501(c)3 not-for-profit affordable housing provider whose purpose is to provide decent, safe and sanitary housing that is affordable to very low-, low- and moderate-income persons.
